  • Abstract:
    Corruption in public procurement has long been recognised as a problem, and particularly one that plagues developing countries. Although some commentators consider it to be an essential ‘greasing’ of the wheels, this view cannot be supported. Corruption is damaging because it debases public morality and wastes scarce national resources. Transparency International (TI) was formed in 1993 specifically to encourage greater accountability and transparency in public sector transactions. TI favours the prevention of corruption rather than the punishment of those involved and calls for the establishment of National Integrity Systems, in order to make corruption a ‘high risk’ and ‘low return’ undertaking. Trinidad and Tobago has recently suffered from a number of major construction projects that have been perceived as being affected by corruption. Some of the issues are discussed in the context of these perceptions.
